Menschen versammeln sich am 31. Juli 2026 nahe der Grenzanlage zwischen der marokkanischen Küstenstadt Fnideq und der spanischen Exklave Ceuta. Nach Angaben der Polizei gelangten in der Nacht Tausende Migranten von Marokko nach Ceuta.

„Tausende“ Migranten haben nach Angaben aus Polizeikreisen in der Nacht zum Freitag die Grenze zwischen Marokko und der spanischen Exklave Ceuta in Nordafrika gestürmt. Wie die Nachrichtenagentur Reuters unter Berufung auf das spanische Innenministerium berichtet, sind 49.000 Menschen binnen 24 Stunden ins Land gekommen. Insgesamt 18 Migranten seien beim Versuch, Ceuta zu erreichen, ums Leben gekommen.

Es ist die größte Zahl von nach Ceuta gekommenen Migranten seit 2021. „Die ganze Nacht über gab es einen stetigen Zustrom von Menschen“, hieß es aus Polizeikreisen. Obwohl die Zahl der Ankommenden geringer gewesen sei als tagsüber, seien Migranten – vorwiegend junge Männer und Jugendliche – „auch über Nacht weiter angekommen“. Auch am Freitagmorgen kämen weiter Migranten in der spanischen Exklave an.

Spanien schickt Militär

Die Polizei und die spanische Guardia Civil schienen kaum einzuschreiten. Spanien entsandte angesichts der Lage Soldaten in die Exklave. Die Armee werde die Guardia Civil „beim Ausüben ihrer Befugnisse“ in dem an Marokko grenzenden Gebiet unterstützen, erklärte Spaniens Innenministerium. Regierungschef Pedro Sánchez wollte am Freitag gemeinsam mit Innenminister Fernando Grande-Marlaska den Grenzübergang Tarajal in Ceuta besuchen, wie die Regierung mitteilte.

Bereits zuvor waren binnen weniger Tage mehr als 1500 Migranten in Ceuta eingetroffen, die Polizei und die Guardia Civil schienen kaum einzuschreiten. „Wir befinden uns in einer Situation des totalen humanitären und sozialen Notstands“ sagte Ceutas Regionalpräsident Juan Jesús Vivas. Die Aufnahmezentren seien nicht mehr aufnahmefähig.

Es handelt sich um die größte Zahl der nach Ceuta gekommenen Migranten seit 2021. Damals stürmten mehr als 10.000 Menschen die Grenze zu der Exklave.

Die Soldaten sollten die örtliche Polizei nun „bei allen weiteren Maßnahmen unterstützen, die zum Aufrechterhalten der Sicherheit“ erforderlich sein könnten, erklärte das spanische Innenministerium. Wie viele Soldaten entsandt werden sollen, wurde zunächst nicht mitgeteilt. Es hieß aber, dass die Personalstärke der Guardia Civil in Ceuta von derzeit 80 Beamten auf nahezu doppelt so viele Kräfte aufgestockt werden solle.

Innenminister Grande-Marlaska bezeichnete die Zusammenarbeit mit den marokkanischen Behörden als „vorbildlich“. Beide Länder würden „so bald wie möglich Maßnahmen“ ergreifen, um die illegal nach Ceuta Gekommenen nach Marokko zu bringen.

„Nationale Sicherheitskrise“

Der spanische Oppositionsführer Alberto Núñez Feijóo von der konservativen Volkspartei PP sprach von einer „nationalen Sicherheitskrise“. Der Vorsitzende der rechtsextremen Partei Vox, Santiago Abascal, machte Regierungschef Sánchez persönlich für die in Ceuta ankommenden Migranten verantwortlich.

Ceuta hat ebenso wie die spanische Exklave Melilla die einzige Landgrenze der EU mit Afrika. Die Gebiete sind deshalb regelmäßig Ziel von Menschen, die sich ein besseres Leben in Europa erhoffen.

Italiens Ministerpräsidentin Georgia Meloni nannte die Bilder aus Ceuta „schockierend“. „Italien wird nicht tatenlos zusehen“, kündigte auf X sie an. Ihre Regierung sei dabei, „die zuständigen Stellen zusammenzubringen“. Sobald diese Treffen abgeschlossen seien, „sind wir bereit zu handeln, auch durch außergewöhnliche Maßnahmen (...) wie etwa das Aussetzen des Schengen-Abkommens mit Spanien“.

Italien will Schengen aussetzen

Ähnlich hatte sich zuvor Italiens Außenminister Antonio Tajani geäußert. Die „irreguläre und unkontrollierte Einwanderung“ stelle „eine Gefahr für die nationale Sicherheit“ dar, begründete er die Forderung Roms.

Madrid bestellte wegen der Äußerungen Italiens Botschafter ein. Spaniens Außenminister José Luis Albares warf seinem italienischen Kollegen vor, die Einwanderung für politische Zwecke zu instrumentalisieren. Solche Äußerungen seien „unangemessen“ für „ein befreundetes Partnerland“. Madrid erwarte von Rom „europäische Solidarität und nicht parteipolitische Demagogie“.

Auch Frankreich hat reagiert und seine Grenzkontrollen zu Spanien verstärkt. Frankreichs Innenminister Laurent Nuñez erklärte am Freitag im Onlinedienst X, er habe Anweisungen erteilt, „die Kontrollen an der spanischen Grenze unverzüglich zu verstärken“. Dem Sender RTL sagte Nuñez, er werde am Freitag erneut mit seinem spanischen Kollegen sprechen.

Frankreich verstärkt Kontrollen

„Wir haben Kontrollen an der französisch-spanischen Grenze, die gibt es bereits und tatsächlich wurden sie in den vergangenen Monaten verstärkt“, sagte Nuñez. „Wir haben eine mobile Einheit, die permanent im Einsatz ist. Wir werden natürlich Maßnahmen ergreifen, wenn es Bewegungen in Richtung französisches Territorium gibt“, fuhr er fort. „Auf jeden Fall werden wir die Grenzkontrollen offensichtlich verstärken.“

In den USA nahmen zwei hochrangige Vertreter der Regierung von Präsident Donald Trump die Bilder aus Ceuta zum Anlass, um dessen rigide Einwanderungspolitik zu verteidigen - und vor einer möglichen Rückkehr der Demokraten an die Regierung zu warnen.

Trump-Regierung reagiert

Trumps Vize-Stabschef Stephen Miller teilte auf X ein Video zu Ereignissen in Ceuta und schrieb dazu: „Die Demokraten werden zusehen, wie euer Zuhause von Eindringlingen mit Füßen getreten und geplündert wird, und sie werden sich darüber freuen.“

Trumps Kommunikationschef Steven Cheung kommentierte ein von ihm geteiltes Video des US-Senders Fox News zu Ceuta mit den Worten: „Das ist unter (dem früheren Präsidenten Joe) Biden passiert. Zum Glück wurde Präsident Trump gewählt, damit so etwas unter seiner Führung niemals passieren würde.“
